Oberlin KS, back with family, site of final home
About 1989 I had the pleasure of a good visit with Francis when he was in Oberlin for Memorial Day and Mary and I were there for Alumni. Francis made a point of picking me up to go with him the day before Memorial to help decorate family graves. Francis was now the last of the “Aunts and Uncles”, Lee Kump was the most recent buried there. I was soon aware Francis was indoctrinating me in what he and Lee had done after others were gone. In his trunk he had a bucket filled with artificial flowers plus a heavy duty screw driver. Without the least hesitation Francis drove to the site where each of the many family members were buried. This include Grandmother Bobbitt, the other aunts and uncles and their son David’s small grave – I recalled when he was buried, a loss in infancy similar to my brother Rell Jr known briefly as “Buster”. Until Lee died, he and Francis had talked with each other by phone almost every evening – they valued their family bonds. At the end of the day we picked up the flowers for use the next year.

Francis Barclay, who retired on November 1, 1968 as Engineer of Highway Marking, receives his retirement pin from head of the Maintenance department, LaRue Delp. Note the personalized sign at Barclay's right. 'Workville" with the Highway Commission constituted 44 years, starting in Division Three in 1924 after two years at K-State. In the ensuing years Barclay worked as a resident engineer and Design squad chief and in 1946 became Assistant Division Engineer of Division Six. He assumed his present position in 1951. Retirement activities ahead in "Barclayville" look interesting and Barclay's friends and coworkers hope that it will be.

J. Francis Barclay, son of Clarence H. and Retta M. (Williarm) Barclay, was born October 19,1903, in the family farm home near Superior, Nebraska, and passed away November 30, 1991, in the Research South Hospital. in Belton, Missouri, at the age of 88 years, 1 month and 11 days.
He graduated from the Superior Grade School, Superior High School and Kansas State University in Manhattan, Kansas with a degree in engineering.
Francis and Margaret Ellen Bobbitt were married at his parents home in Hoxie, Kansas, July 6,1927. He was a civil engineer for the Kansas Department of Transportation in Oberlin, Norton and Garden City before going to Topeka as the engineer in charge of signs and markers. After his retirement they lived in Branson, Missouri, Rogers, Arkansas, and later moved to the Foxwood Springs Living Center in Raymore, Missouri. Margaret passed -away March 18, 1989.
Francis was a life member of the Beulah Chapter of the Order of the Eastern Star in Topeka, Kansas; a member of the Topeka Masonic lodge and Elks Lodge in Kimberling City, Missouri; a past member of the Oberlin United Church; and a member of the First Christian Church (Disciples of Christ) in Rogers, Arkansas.
Survivors include two sons and their wives, Charles F. and Darlene Barclay of Las Vegas, Nevada, and State Representative Richard L. “Dick" and Ian Barclay, of Rogers, Arkansas; six grandchildren; one great-grandson; nieces; nephews; other relatives and friends.
He was predeceased by his parents; wife; one son, David, and one sister, Hazel.
Barclay services Thursday
Memorial services will be held Wednesday, Dec. 4,1991, at IO a.m. at Foxwood Springs Living Center in Raymore MO for J. Francis Barclay, 88, who died Saturday, Nov. 30, 1991, at Research South Hospital, Belton, MO. Graveside rites will be conducted at Enfield Memorial Chapel in Oberlin with inurnment in the Oberlin Cemetery. The Rev. Mike McVay and Order of the Eastern Star Chapter #106 will be in charge. Enfield Memorial Chapel, Inc., Oberlin-Jennings, is in charge of local arrangements.

She died on March 18,1989.

Survivors include two sons and their wives, State Representative Richard L. "Dick" and Jan Barclay, Rogers, AR and Charles F. and Darlene Barclay, Las Vegas, NV, six grandchildren, one great-grandson and other relatives.
A memorial was established to the Fellowship of John Fund at Foxwood Springs Living Center.

In- urnment will be in Oberlin Cemetery. Memorials may be made to the Fellowship of John Fund, Foxwood Springs Living Center. There will be no visitation.
